必须执行少数服从多数的原则。法律依据：《中国共产党章程》 第十七条 党组织讨论决定问题，必须执行少数服从多数的原则。决定重要问题，要进行表决。对于少数人的不同意见，应当认真考虑。如对重要问题发生争论，双方人数接近，除了在紧急情况下必须按多数意见执行外，应当暂缓作出决定，进一步调查研究，交换意见，下次再表决；在特殊情况下，也可将争论情况向上级组织报告，请求裁决。
