怎样的公司才能开增值税专用发票？基本流程是什么？需要什么条件？？1、如果是一般纳税人，自己用金税盘直接开票即可。2、如果是小规模纳税人或者个体户，可以去税务大厅，带上合同，填写增值税专票申请表就可以在柜台办理了。但是现在主要是网上由纳税人自己在国税办事大厅申请，国税办事人员在终端审核，审核通过以后就可以去柜台拿票了。1、一般纳税人用金税盘在开发票的板块根据提示开票即可。2、小规模纳税人或者个体户（1）有国税CA钥匙的。登录国税网上办事大厅，在代开增值税专用发票的板块，选择需要代开的方式，网上申请审核。（2）网上申请，柜台取票。选择代开专票——柜台取票的方式，审核通过以后去柜台取票。（3）网上申请，自助机取票。选择代开专票——自助机取票的方式，审核通过以后去自助机取票。（4）网上申请，邮寄。选择代开专票——邮寄取票的方式，审核通过以后，税务会用EMS寄给纳税人，纳税人收到票以后，货到付款即可。这样解释好理解吗？
