释义	不可以，母公司可以控制子公司的工资总额，因为总公司是投资方。子公司拥有自己所有的财产，自己的公司名称、章程和董事会，以自己的名义开展经营活动、从事各类民事活动，独立承担公司行为所带来的一切后果和责任，但涉及公司利益的重大决策或重大人事安排，仍要由母公司决定。法律依据：《中华人民共和国劳动合同法》第三十条用人单位应当按照劳动合同约定和国家规定，向劳动者及时足额支付劳动报酬。用人单位拖欠或者未足额支付劳动报酬的，劳动者可以依法向当地人民法院申请支付令，人民法院应当依法发出支付令。
