释义	法律分析：交通法新规规定驾驶机动车在高速公路或者城市快速路上行驶时，驾驶人未按规定系安全带的，一次扣2分，并且处以20元以上200元以下的罚款。《条例》同时规定，机动车行驶时，乘坐人员包括副驾也应当系安全带。乘坐人员不系安全带不扣分，但要处于20元以上200元以下的罚款。不过大部分地区都是不会通过违章监控扣这个分,被交警抓了倒是有可能被扣法律依据：《中华人民共和国道路交通安全法实施条例》第四十五条机动车行驶时，驾驶人、乘坐人员应当使用安全带，摩托车驾驶人及乘坐人员应当戴安全头盔。
