释义	法律分析：按照省公用事业部门合并后的原则，严格按照省级公用事业单位收费标准，和配套标准逐步调整收费标准。取消天然气初始安装费的，不收取安装费或任何理由收费，对不取消或者继续变相收取政府性基金的，一经发现，将按照国家有关规定严肃处理法律依据：《城镇燃气管理条例》第十九条管道燃气经营者对其供气范围内的市政燃气设施、建筑区划内业主专有部分以外的燃气设施，承担运行、维护、抢修和更新改造的责任。管道燃气经营者应当按照供气、用气合同的约定，对单位燃气用户的燃气设施承担相应的管理责任。
