二、食品安全制度是什么
在中华人民共和国境内从事以销售为目的的食品生产加工经营活动。不包括进口食品。包括3项具体制度：生产许可证制度。对符合条件食品生产企业，发放食品生产许可证，准予生产获证范围内的产品；未取得食品生产许可证的企业不准生产食品。强制检验制度。未经检验或经检验不合格的食品不准出厂销售。市场准入标志制度。对实施食品生产许可证制度的食品，出厂前必须在其包装或者标识上加印（贴）市场准入标志——QS标志，没有加印（贴）QS标志的食品不准进入市场销售。
