释义	法律分析: 办理票据贴现，首先持未到期的银行承兑汇票或商业承兑汇票到中国银行各授权分支机构，填制《银行承兑汇票贴现申请书》或《商业承兑汇票贴现申请书》，提出贴现申请；由银行审查申请人资格。法律依据: 《中华人民共和国票据法》第三十五条背书记载“委托收款”字样的，被背书人有权代背书人行使被委托的汇票权利。但是，被背书人不得再以背书转让汇票权利。汇票可以设定质押；质押时应当以背书记载“质押”字样。被背书人依法实现其质权时，可以行使汇票权利。
