支付宝申领电子社保卡操作步骤：
1、打开支付宝APP首页，找到更多，进入全部应用；
2、选便民生活中的市民中心，点击进入；
3、在市民中心中找到社保选项，点击进入；
4、再选择电子社保卡，进入电子社保卡申领流程；
5、核对发卡地、姓名、社会保障号码等信息，勾选同意《电子社保卡用户协议》，并点击“同意协议并领取”，进入下一步；
6、勾选“人脸识别认证服务须知”，点击开始认证；
7、进入人脸认证环节，按提示要求通过认证；
8、认证通过后，输入电子社保卡密码，并点击完成；
9、这样电子社保卡就申领成功了，根据需要可以开通缴费结算功能。
综上所述，社保卡登录不上也有可能是因为没有设置密码，需要带上身份证户口本等 有效证件，去当地的社保中心或者街道社保点进行登记，隔天下午3点就可以在网上查询了。
