释义	法律分析: 领导干部任职期间出现需要回避情况的，本人应当提出回避申请。所在单位党组织发现其有需要回避情况的应当提出回避建议。党政领导干部实行回避制度，是为了有效防止任人唯亲、考察失真、用人失误等现象的发生。《党政领导干部任职回避暂行规定》第六条领导干部任职时存在需要回避情况的，按照干部管理权限由组织（人事）部门提出回避意见，报党委（党组）作出决定。必要时，组织（人事）部门可要求领导干部报告拟任职务所需要回避的情况。
