释义	私人挂国旗不能认定为犯法行为。国旗法虽然规定了“应当”“可以”挂国旗的单位和情形，没有涉及到居民个人。但从禁止条款中来看，只要不存在禁止情况，就不能认定为犯法行为。【本文关联的相关法律依据】《中华人民共和国国旗法》第十七条不得升挂破损、污损、褪色或者不合规格的国旗。第十八条国旗及其图案不得用作商标和广告，不得用于私人丧事活动。第十九条在公共场合故意以焚烧、毁损、涂划、玷污、践踏等方式侮辱中华人民共和国国旗的，依法追究刑事责任；情节较轻的，由公安机关处以十五日以下拘留。
