释义	法律分析：母子公司不能同时在同一项目投标；但是同一母公司的全资子公司和控股公司之间，即兄弟公司之间，如其法定代表人不为同一人，可以参加同一标段投标或者未划分标段的同一项目投标。法律依据：《招标投标法实施条例》第三十四条第二款单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。
