释义	法律分析：行政责任是指犯有一般违法行为的单位或个人，依照法律法规的规定应承担的法律责任。法律依据：《中华人民共和国行政处罚法》第四条公民、法人或者其他组织违反行政管理秩序的行为，应当给予行政处罚的，依照本法由法律、法规、规章规定，并由行政机关依照本法规定的程序实施。第八条公民、法人或者其他组织因违法行为受到行政处罚，其违法行为对他人造成损害的，应当依法承担民事责任。违法行为构成犯罪，应当依法追究刑事责任的，不得以行政处罚代替刑事处罚。
