自然灾害损失由谁承担

法律分析：自然灾害没有加害人,没有责任主体,不产生赔偿问题。
国家赔偿是指国家机关及其工作人员因行使职权给公民、法人及其他组织的人身权或财产权造成损害，依法应给予的赔偿。国家赔偿由侵权的国家机关履行赔偿义务。因此，对于因自然灾害所造成的损失，国家是不负赔偿责任的。
法律依据：《中华人民共和国民法典》 第一百八十条 因不可抗力不能履行民事义务的，不承担民事责任。法律另有规定的，依照其规定。
不可抗力是不能预见、不能避免且不能克服的客观情况。
