医保门统就是医疗保险门诊统筹的简称。
门诊统筹是医疗保险待遇的一种形式，简单地说，就是将参保人员的普通门诊费用纳入医保报销，由基本医疗保险统筹基金和个人共同负担普通门诊费用。
医保卡统筹由医保中心管理，参保人员发生符合当地医保报销的费用由统筹账户支付。医保分两个账户：个人账户和统筹账户，个人账户体现在医保卡内的钱，可以用来在定点药店买药，门诊费用的支付和住院费用中个人自付部分的支付。
门规参保人在一个医疗年度内只能选择一家定点医疗机构进行治疗。对患有恶性肿瘤、尿毒症的透析、器官移植的抗排异、慢性病毒性肝炎和肝硬化、精神病、结核病、眼科疾病等专科疾病的门规参保人，可选择一家专科定点医院治疗其专科疾病。
若同时患有其他门规病种的，可再选择一家定点医疗机构治疗其综合性疾病。
今年选择增加定点专科医院的门规参保人，应到其新选的定点专科医院办理变更手续;如参保人在选择增加定点专科医院的同时，又变更原定点社区卫生服务机构或定点医院的，应先在定点专科医院办理完变更手续后，再到新选择的定点社区卫生服务机构或定点医院办理变更手续。
在规定的登记办理期内，原则上只允许办理一次变更登记。如因个人原因确实需要再次变更登记的，参保人需回原登记定点撤销变更登记，否则无法办理新的变更登记。
【法律依据】：《中华人民共和国社会保险法》 第三十条 下列医疗费用不纳入基本医疗保险基金支付范围：
(一)应当从工伤保险基金中支付的;
(二)应当由第三人负担的;
(三)应当由公共卫生负担的;
(四)在境外就医的。
医疗费用依法应当由第三人负担，第三人不支付或者无法确定第三人的，由基本医疗保险基金先行支付。基本医疗保险基金先行支付后，有权向第三人追偿。
