释义	法律分析：租户没有过错，电表属于正常使用磨损坏掉，由房东负责，但是若是租赁合同上明确表示在租赁期间发生损坏由指定一方负责，则以合同约定为准。法律依据：《城市房屋租赁管理办法》第二十一条出租住宅用房的自然损坏或合同约定由出租人修缮的，出租人负责修复。不及时修复，致使房屋发生破坏性事故，造成承租人财产损失或者人身伤害的，应当承担赔偿责任。
