是可以退票的。在火车站取票后，火车还未开走的话可以在人工窗口办理退票业务。
一、火车停运怎么赔偿
火车停运没有补偿。火车停运后，旅客可以要求铁路部门退票，并且应为铁路原因引起的退票，火车站不会收取任何手续费，并且旅客可以随时退票，但没有补偿。使用火车票的注意事项：1、无票乘车时，补收自乘车站起至到站止车票票价。持失效车票乘车按无票处理；2、持用伪造涂改的车票乘车时，除按无票处理外并送交公安部门处理；3、持站台票上车并在开车20分钟后仍不声明时，按无票处理。
二、无纸质车票只有临时身份证
在网上买了火车票，但是没有身份证，有两种方法取票：第一，带着户口本，凭订单号到售票窗口换取纸质车票，凭票和户口本检票进站上车第二，在火车站的派出所办理临时身份证明，带一张免冠一寸照（也可以在派出所照相），报身份证号，就可以办理一张临时身份证明，不到五分钟就可以办好，凭临时身份证和订单号售票窗口换取纸质车票，凭票和临时身份证检票进站上车。
三、高铁退票规定
高铁的退票规则，主要有退票方式、退票时间、退票费用等规定。首先是退票方式有线上退票以及到高铁站人工窗口退票，其次是退票时间最晚在开车前半小时退票，退票费用根据退票时间的不同，会有不同的费用，一般退票越晚，扣的费用会越多。在距开车半个月退票收5%的退票费。

第十二条铁路运输企业应当保证旅客按车票载明的日期、车次乘车，并到达目的站。因铁路运输企业的责任造成旅客不能按车票载明的日期、车次乘车的，铁路运输企业应当按照旅客的要求，退还全部票款或者安排改乘到达相同目的站的其他列车。
第十四条旅客乘车应当持有效车票。对无票乘车或者持失效车票乘车的，应当补收票款，并按照规定加收票款；拒不交付的，铁路运输企业可以责令下车。
