释义	法律分析：不能起诉具体的医生。如确有问题，可以起诉该医生执业的医疗机构。法律依据：《医院投诉管理办法》第三十三条医院应当按照《重大医疗过失行为和医疗事故报告制度的规定》(卫医发〔2002〕206号)做好重大医疗过失行为和医疗事故报告的工作。第三十四条各级卫生行政部门应当逐步建立本地区医院投诉及医疗纠纷信息系统，收集、分析并反馈相关信息，指导医院改进工作，提高医疗服务质量。各级卫生行政部门应当鼓励医院主动报告无损害医疗差错行为，逐步建立无损害医疗差错免责报告制度。
