释义	2003年以前，对于流浪乞讨人员，我国采取的政策是强制收容遣送;2003年后，国务院废止了收容遣送制度，制定了《城市生活无着落的流浪乞讨人员救助管理办法》，将强制收容遣送改为自愿求助、无偿救助。我国《治安管理处罚法》第四十一条规定，胁迫、诱骗或者利用他人乞讨的，处十日以上十五日以下拘留，可以并处一千元以下罚款。反复纠缠、强行讨要或者以其他滋扰他人的方式乞讨的，处五日以下拘留或者警告。
