释义	法律分析：党支部委员不可以等额选举。法律依据：《中国共产党基层组织选举工作条例》第十三条委员候选人的差额不少于应选人数的20%。第十五条召开党员代表大会的，由上届党的委员会根据所辖多数党组织的意见提出人选，报上级党组织审查同意后，提请大会主席团讨论通过，由大会主席团提交各代表团（组）酝酿讨论，根据多数代表的意见确定候选人，提交党员代表大会进行选举。企业党委换届应该是上届党委根据下辖支部意见提出人选，由党委向大会主席团提交讨论。而且委员必须有差额。
