医院要遵循世卫组织提倡的‘能口服就不注射，能肌肉注射的就不静脉注射’的用药原则合理用药，出现比较严重和紧急的情况才需要输液： 1、严重的细菌感染：如化脓性扁桃体炎、中耳炎、肺炎、脑膜炎、猩红热、阑尾炎等。 2、脱水比较严重：比如孩子肠胃不舒服，腹泻和呕吐都很严重，又吃不进去东西，为了避免脱水严重，这时候需要输液。 3、哮喘发作：宝宝的哮喘发作情况比较紧急，如果不及时用药，有窒息的危险，此时可能需要立即向身体内注射一些平喘的药物。 4、比较紧急的疾病：比如喉炎，喉炎的发病比较急，需要尽快向身体内输送一些抗生素或者激素类的药物，以避免情况恶化。 5、比较严重的皮肤过敏：比较严重的皮肤过敏，会让患者觉得全身奇痒，非常难受，这时候需要输液帮他立即缓解症状。 6、需要抢救的紧急状况：比如患者昏迷或者伤情比较严重已经吃不了药，在他入院时就会给他扎上输液的针头，这是给患者注射药物或者营养的通道。

第五条 医疗机构及其医务人员在医疗活动中，必须严格遵守医疗卫生管理法律、行政法规、部门规章和诊疗护理规范、常规，恪守医疗服务职业道德。
第六条 医疗机构应当对其医务人员进行医疗卫生管理法律、行政法规、部门规章和诊疗护理规范、常规的培训和医疗服务职业道德教育。
第七条 医疗机构应当设置医疗服务质量监控部门或者配备专(兼)职人员，具体负责监督本医疗机构的医务人员的医疗服务工作，检查医务人员执业情况，接受患者对医疗服务的投诉，向其提供咨询服务。
