释义	法律分析：不违法。目前，我国有关互联网的法律、法规、行政规章主要约束的是互联网服务提供者的行为，一般会限制”翻墙“服务的提供。对于公民自行”翻墙“查看外国网站的行为，并没有明确的禁止性规定。依法无禁止即自由的法理，在没有明确禁止的情况下，我国公民在国内查看外国网站是不违法的，应当允许。法律依据：一、《互联网信息服务管理办法》第二条　在中华人民共和国境内从事互联网信息服务活动，必须遵守本办法。本办法所称互联网信息服务，是指通过互联网向上网用户提供信息的服务活动。
