释义	所谓分包和发包区别就是：发包是就甲方而言，甲方把工程发包给总承包单位，由总承包单位组织施工，总包再分包给别的单位或是施工队施工，就叫分包。打个比方，你家要建房，你来出资，你就是甲方，我是建筑公司，你交给我来施工，这就叫发包，而我是总包，我再把一些小工程交给别人来做，这就叫分包，分包是相对总包而言的。
