释义	建筑工程勘察、设计发包，应当具备下列条件：（一）有经过审批机关批准的工程建设项目任务书和经核准用地范围的图纸和文件；（二）具备勘察、设计所需的基础资料和说明书；（三)法律、法规规定的其他条件。从事建筑活动应当遵守法律、法规，不得损害社会公共利益和他人的合法权益。风险提示：除总承包合同中约定的分包外，必须经建设单位同意。分包单位不得将分包工程再分包。施工总承包的，建筑工程主体结构的施工必须由总承包单位自行完成。法律依据《宁夏回族自治区建筑管理条例》第十六条
