释义	协警的定位是“辅助”警力，属于专业的群防群治队伍，不具有行政执法权。在机构性质上，虽然协警队伍属于财政补助性事业单位，但它不是一级授权联防队。协警必须在在编民警的带领下开展各项工作。在涉及需依法定职权才能完成的任务时，只能由在编民警完成，协警仅起辅助作用。从法理上讲，协警拥有的只是权利而非权力，此权利与一般公民所享有的没有差别。在执法权限的规定上，协警制度并没有突破联防队（工纠队）的规定。法律依据《中华人民共和国人民警察法》第六条
