释义	律师分析: 采矿权是指在依法取得的采矿许可证规定的范围内，开采矿产资源和获得所开采的矿产品的权利。取得采矿许可证的单位或者个人称为采矿权人。【法律依据】: 《中华人民共和国矿产资源法》第十三条国务院矿产储量审批机构或者省、自治区、直辖市矿产储量审批机构负责审查批准供矿山建设设计使用的勘探报告，并在规定的期限内批复报送单位。勘探报告未经批准，不得作为矿山建设设计的依据。第十四条矿产资源勘查成果档案资料和各类矿产储量的统计资料，实行统一的管理制度，按照国务院规定汇交或者填报。
