逮捕仅仅说明检察机关的侦查监督部门认为犯罪嫌疑人有罪。但逮捕的条件同起诉的条件是不一致的，被逮捕后并不一定会被起诉。而且，即使起诉到法院，最终能否被判决有罪，依然存在很多变数。公安局的逮捕证批下来意味着已经涉嫌犯罪，并得到了检察院的批准。

《中华人民共和国刑事诉讼法》第八十一条 被取保候审、监视居住的犯罪嫌疑人、被告人违反取保候审、监视居住规定，情节严重的，可以予以逮捕，可能会判处刑罚。
