释义	什么是风险分担,互助互济原则风险分担、互助互济原则是指，国家通过立法，强制征收保险费，建立工伤保险基金。对受害者的补偿并不完全是由雇主承担，而是采用互助互济的方法，分担风险。对工伤保险待遇的分配，国家责成社会保险机构对工伤保险基金进行再分配，在地区之间、行业之间、人员之间调剂使用。该原则缓解了部分企业、行业因工伤事故而带来的负担，既可以及时、公正地保障工伤保险待遇，又可以减少社会矛盾，有利于正常的生产发展。
