释义	法律分析：有效。农村房屋赠与城里人是有效的，但是赠与只包括宅基地上建成的房屋，属于公民个人财产；但是宅基地是农民基于集体经济组织成员身份而享有的用于修建住宅的集体建设用地，所以非本集体经济组织成员是不符合条件的，城里人也是如此。但是根据法律规定的地随房走的原则，城市居民可以基于房屋所有权而继续使用宅基地，但是不得进行翻建、改建、扩建等。法律依据：《中华人民共和国民法典》第六百五十七条：赠与合同定义，赠与合同是赠与人将自己的财产无偿给予受赠人，受赠人表示接受赠与的合同。
