释义	法律分析：简单而言，行政诉讼审查的是行政机关的行为是否有法律依据，也就是合法性的审查。而合理性作为例外也就是讲在合法的前提下审查其是否合理，比如说，甲乙都违反交通法规，交警对其二人处罚，谁不服提起诉讼，法院审查的是其合法性的问题；要是二人是对处罚力度不服提起诉讼，这就是合理性的问题。法律依据：《中华人民共和国行政诉讼法》第五条人民法院审理行政案件，以事实为根据，以法律为准绳。第六条人民法院审理行政案件，对行政行为是否合法进行审查。
