释义	无论企业的产品和服务如何进行调整，被调整行业(这里指制造业等)由于销项税额下降的幅度大于进项税额的减少，行业的税负会有所减轻。对于一些原来适用10%和6%的行业来说，进项税额抵扣的减少，则会间接增加这些行业的税负，特别是6%税率的行业较多，比如增值电信业、金融业、信息技术服务业和商务服务等，增加的程度还要看制造业等行业是否会根据税率的变化调整产品和服务的价格。法律依据《中华人民共和国增值税法（征求意见稿）》征求意见
