法律分析：1、学生和儿童的报销比例。学生和儿童如果发生痔疮的情况，符合医保规定的报销范围，可以得到18万元以下的医疗费用。具体根据所在医院的等级进行确定。比如说三级医院最低赔付金额为650元，赔付的比例不超过医保金额的50%。二级医院的起付为300元，赔付的比例为60%。一等医院的报销比例为65%。
2、70岁以上老人的报销比例。老人发生痔疮的情况，符合报销范围的话，可以赔付10万元以下的医疗费用。具体的也是根据医院的等级进行确定。比如三级医院的报销比例为50%，二级医院的报销比例为60%，一级医院的报销比例为65%。
法律依据：《中华人民共和国城镇职工基本医疗保险条例》 第二十九条 严重疾病住院治疗的医疗费，按下列办法支付:(一)起付标准原则上控制在市、县、自治县从业人员上年度年社会平均工资的9%-11%。(二)最高支付限额原则上控制在市、县、自治县从业人员上年度年社会平均工资的3-5倍。(三)起付标准以上、最高支付限额以下的医疗费，主要由统筹基金支付，个人负担一定比例。对退休人员负担医疗费的比例，给予适当照顾。严重疾病的范围，起付标准、最高支付限额的具体标准，起付标准以上、最高支付限额以下医疗费的分担比例，由省人民政府确定。
