释义	骑摩托交警拦跑了，如果没有发生交通事故，不算逃逸。交通肇事逃逸是指机动车驾驶员在发生交通事故的同时，擅自逃离事故现场，使交通事故所引起的民事、刑事、行政责任无法确定，其目的在于推卸、逃脱责任的行为。法律依据《道路交通安全法》第九十九条，有下列行为之一的，由公安机关交通管理部门处二百元以上二千元以下罚款：（三）造成交通事故后逃逸，尚不构成犯罪的。行为人有前款第二项、第四项情形之一的，可以并处吊销机动车驾驶证；有第一项、第三项、第五项至第八项情形之一的，可以并处十五日以下拘留。
