释义	法律分析：不办理。生鲜肉类属于食用农产品。法律依据：《中华人民共和国食品安全法》第二条供食用的源于农业的初级产品(以下称食用农产品)的质量安全管理，遵守《中华人民共和国农产品质量安全法》的规定。《农产品质量安全法》对经营生鲜肉类未规定许可证制度。国家总局在视频培训会议上也明确生鲜肉类属于食用农产品，不需要办理食品流通许可证，以前已经办理卫生许可证的，继续有效，新设立的不需要再办理。因此，经营生鲜肉类不办理食品流通许可证。
