释义	在1994年2月4日《劳动部、公安部、全国总工会关于加强外商投资企业和私营企业劳动管理切实保护职工合法权益的通知》(劳部发[1994]118号)文件中就已明确规定，私营企业职工的工资水平，不得低于国家和当地政府的规定。企业应根据生产经营和国家物价指数上涨情况，适时调整职工工资。企业必须按时足额以货币形式向职工发放工资，不得拖欠和克扣。对企业职工工资低于国家和当地政府规定的最低工资标准或克扣职工工资的，劳动监察机构应责令企业补足，并可依法处以罚款。
