释义	法律分析: 公章挂失要到注册的工商局办理注销，然后新的公章重新备案。公章是否有效以工商局备案的那个为准。还未去工商部们进行注销的，可以撤销挂失程序，公章还能用。法律依据: 《印章治安管理办法》第十一条需要更换印章的，须公告声明原印章作废后按照本办法第七条、第八条规定重新办理备案或准刻手续。印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续。
