释义	法律分析：随着信用卡业务的普及，信用卡欠款总额也随之上升，单凭银行已经难以完成信用卡债务的催收工作，因此，许多银行出于加快信用卡逾期欠款回收、降低经营成本的考虑，将信用卡欠款的催收业务外包给一些第三方催收公司或者律师事务所进行债务催收。法律依据：《商业银行信用卡业务监督管理办法》第六十六条，发卡银行应当建立信用卡欠款催收管理制度，规范信用卡催收策略、权限、流程和方式，有效控制业务风险。发卡银行不得对催收人员采用单一以欠款回收金额提成的考核方式。
