释义	法律主观：房产税是以房屋为标的征税对象，按房屋的计税余值或租金收入为计税的依据，向产权所有人征收的一种财产税。现行的房产税是第2步利改税以后可以开征的，房产税的特点：1、房产税属于财产税中的个别财产税，其征税对象只是房屋2、征收范围限于城镇的经营性房屋；3、区别房屋的经营使用方式规定征税办法，对于只用的按房产计税余值征收，对于出租、出典的房屋按租金收入征税。契税和房产税的区别是土地、房屋权属转移时向其承受者征收的一种税收，中国境内取得土地、房屋权属的台商投资企业，应当依法缴纳契税。
