释义	法律规定，各级人民政府应当采取措施，改善国家补助、集体支付工资的中小学教师的待遇，逐步做到在工资收入上与国家支付工资的教师同工同酬，具体办法由地方各级人民政府根据本地区的实际情况规定。法律依据《教师法》第二十五条教师的平均工资水平应当不低于或者高于国家公务员的平均工资水平，并逐步提高。建立正常晋级增薪制度，具体办法由国务院规定第二十六条、中小学教师和职业学校教师享受教龄津贴和其他津贴，具体办法由国务院教育行政部门会同有关部门制定。
