释义	法律分析: 可以退票。疫情期间退机票不收手续费,根据国家全民航局最新规定,在2020年1月28日以前购买的机票如果需要退票,那么都可免收手续费。法律依据: 《中国民用航空旅客、行李国内运输规则》第二十一条由于承运人或旅客原因，旅客不能在客票有效期内完成部分或全部航程，可以在客票有效期内要求退票。旅客要求退票，应凭客票或客票未使用部分的“乘机联”和“旅客联”办理。
