释义	律师分析: 要登记备案。更换单位公章必须到公安部门备案。法律没有规定必须到工商部门备案。但社会团体的印章应当经社团登记管理机关和有关业务主管部门备案后,方可启用。【法律依据】: 《印章治安管理办法》第十一条需要更换印章的，须公告声明原印章作废后按照本办法第七条、第八条规定重新办理备案或准刻手续。印章遗失、被抢、被盗的，应当向备案或批准刻制的公安机关报告，并采取公告形式声明作废后，按照前款规定重新办理备案或准刻手续。
