释义	法律分析：可以改。新生儿父母去妇幼保健站办理《出生医学证明》时，必须先起好新生儿姓名，出生证一旦签发就不得更改。若需要申请更改名字，一般都是要求给孩子办理入户以后，才可以到户籍部门申请更改资料的，不可以未办理入户直接更改名字。法律依据：《中华人民共和国母婴保健法》第二十三条医疗保健机构和从事家庭接生的人员按照国务院卫生行政部门的规定，出具统一制发的新生儿出生医学证明;有产妇和婴儿死亡以及新生儿出生缺陷情况的，应当向卫生行政部门报告。
