释义	居民室内温度低于20℃，高于18℃（含18℃）的，按日退还用户日标准热费的30%；室温低于18℃，高于16℃（含16℃）的，按日退还用户日标准热费的50%；室温低于16℃的，按日退还用户日标准热费的100%。属于热源单位原因的，供热单位先行赔付，再向热源单位追偿。退还热费总额=日标准热费×室内温度不达标天数×室内温度不达标退还热费比例日标准热费＝用户应交纳热费总额÷年度供热期天数
