释义	法律分析：公司不按时、迟延发放工资不一定是违法的，要看公司延迟发工资的手续是否符合法律的规定。在公司生产经营困难、资金链断裂等艰难时刻，公司可以在征得本单位工会的同意后再向劳动者说明情况，暂时性地延迟发放工资，延迟时间可以与劳动者协商约定，也可以由各省、自治区、直辖市劳动行政部门根据各地情况确定。但是延迟时间一过，用工单位必须付清劳动者的足额工资。法律依据：《劳动法》第五十条　工资应当以货币形式按月支付给劳动者本人。不得克扣或者无故拖欠劳动者的工资。
