释义	法律分析: 出口退税率是指出口产品应退税额与计算退税的价格比例，反映出口产品在国内已纳的税收负担。出口退税是将出口货物在国内生产、流通环节缴纳的增值税、消费税，在货物报关出口后退还给出口企业的一种税收管理制度，是一国政府对出口货物采取的一项免征或退还国内间接税的税收政策。《中华人民共和国海关法》第八条进出境运输工具、货物、物品，必须通过设立海关的地点进境或者出境。在特殊情况下，需要经过未设立海关的地点临时进境或者出境的，必须经国务院或者国务院授权的机关批准，并依照本法规定办理海关手续。
