释义	债权转让协议是债权人与第三人签署的协议，只要不违反法律、法规的强制性规定，为双方的真实意思表示，合同成立并生效，对双方有约束力。转让合同生效的条件具备之时，也就是生效时间的开始之时。法律依据：《民法典》第五百四十六条债权人转让债权，未通知债务人的，该转让对债务人不发生效力。债权转让的通知不得撤销，但是经受让人同意的除外。
