释义	法律分析：嫖娼不属于犯罪，但是违法。公安机关对卖淫嫖娼人员进行处理时，按照以下量罚基准执行：对卖淫嫖娼者，处10日以上15日以下拘留，可以并处5000元以下罚款；对具有已满14周岁不满16周岁的人卖淫嫖娼，处5日以下拘留或者500元以下罚款。法律依据：《中华人民共和国治安管理处罚法》第六十六条卖淫、嫖娼的，处十日以上十五日以下拘留，可以并处五千元以下罚款；情节较轻的，处五日以下拘留或者五百元以下罚款。在公共场所拉客招嫖的，处五日以下拘留或者五百元以下罚款。
