释义	法律分析: 保税料和非保税料的区别： 1、保税料即进口时是免予征税的料件，仍受海关监管，未经批准不允许内销销售处理，物料需加工成品后复出口，设备5年后办解除监管即可。 2、非保税料即国内购买或一般贸易进口的料件，不受海关监管。《关加工贸易货物监管办法》第二十五条加工贸易货物应当专料专用。经海关核准，经营企业可以在保税料件之间、保税料件与非保税料件之间进行串换，但是被串换的料件应当属于同一企业，并且应当遵循同品种、同规格、同数量、不牟利的原则。来料加工保税进口料件不得串换。
