法律分析：
直系血亲和三代以内的旁系血亲都是不能结婚的，表兄妹的关系是属于三代旁系血亲，所以从法律层面法律上来讲是不可以结婚的，但是如果两个人去领证的时候没有主动的告知民政局两个人之间的近亲关系的话，一般是不会被发现的。

《中华人民共和国民法典》 第一千零四十八条 直系血亲或者三代以内的旁系血亲禁止结婚。
