1.自由肯定是不可以的，有相关疫情防控限制性措施。2.中高风险进入厦门需要14天健康检测+核酸检测。3.低风险地区无需隔离，出示八闽健康码绿码。4.从厦门出来的人员一律实行14天的集中医学观察。
法律依据:
根据《厦门市卫生健康委员会关于进一步加强境外入厦人员健康管理工作的通知》
一、境外入厦人员14天集中医学观察结束后，目的地为厦门的由各区卫生健康局组织进行7天监督性医学观察，并在监督性医学观察期第7天进行1次核酸检测。其余人员14天期满后立即离厦。
二、监督性医学观察期第7天核酸检测，由各区卫生健康局负责组织采样、送样，市疾病预防控制中心负责检测、报告。
三、境外入厦人员如因核酸检测阴性但总抗检测阳性，按相关规定送杏林分院排查。杏林分院应采集鼻试子、咽试子、肛试子各一份样本进行核酸检测，采集血清样本送厦大附属第一医院用化学发光法进行lgM~IgG检测。
根据《厦门市应对新冠肺炎疫情工作指挥部办公室关于进一步加强境外入厦人员健康管理的公告》
一、自2020年3月18日零时起，对所有14天内有境外(含台港澳)旅居史的入厦人员一律实行14天集中医学观察。
二、70周岁以上的老年人、未成年人、孕产妇、患有基础性疾病等原因不适宜集中医学观察的人员，经提前申请并获得批准，入境后可实行14天居家医学观察。
三、集中医学观察期间产生的食宿费用由观察对象自行承担。
