释义	法律分析：65周岁至70周岁的老年人持身份证、一寸近期正面免冠照片、山东省老年人优待证到青岛公交集团指定点（市北区道口路17号）办理乘车优待卡。 70周岁及以上的老年人持上述证件、照片及乘车保险证明到青岛公交集团指定点办理乘车免费卡。对随时进入优待年龄的（65周岁和70周岁），过生日的第二天，带上述相关证件到青岛公交集团指定点办理。在我市居住半年以上的外地65周岁及以上的老年人，如需享受乘坐公共汽（电）车优待，按上述办法办理乘车专用卡。初次办理专用卡，办卡人预缴25元IC卡押金，专用卡不再使用时，押金由青岛公交集团全额退还。享受低保补助的老人凭民政部门证明免缴IC卡押金法律依据：《中华人民共和国社会保险法》第十六条参加基本养老保险的个人，达到法定退休年龄时累计缴费满十五年的，按月领取基本养老金。参加基本养老保险的个人，达到法定退休年龄时累计缴费不足十五年的，可以缴费至满十五年，按月领取基本养老金；也可以转入新型农村社会养老保险或者城镇居民社会养老保险，按照国务院规定享受相应的养老保险待遇。
